Disruptions and transitions: the case of product-service combinations in the circular economy

This research project is part of the "Steunpunt Betuurlijke Vernieuwing". The Vision 2050 of the Flemish Government takes the necessity of a series of transitions as one of its starting points. While Flanders has some agancy in guiding these transitions, it will also have to deal in a smart way with societal trends, new technologies and new business models that are part of European or global evolutions. Such trends are often referred to as "disruptive", or as it is formulated in Vision 2050, "breakthroughs that turn upside down the regular order in economic and societal sectors".

The first part of this research project is mainly a literature study guided by the research question "what can transition processes learn from the insights about disruptive innovation?". To make this concrete, the second part focuses on disruptive innovation in the field of the circular economy, in particular the development of new business models in product-service systems. Business-to-business as well as business-to-consumers models will be analysed. The third part studies the role of government in disruptive innovation, with the circular economy and product-service combinations as a case.

Dit onderzoek kadert binnen het Steunpunt Bestuurlijke Vernieuwing. De Visie 2050 van de Vlaamse Regering gaat ervan uit dat de realisatie van de vooropgestelde ambities voor Vlaanderen gepaard zal gaan met een reeks transities. Ten dele heeft Vlaanderen die zelf in de hand, maar voor een belangrijk deel zal het ook een kwestie zijn van slim inspelen op maatschappelijke trends, nieuwe technologieën en businessmodellen die op Vlaanderen afkomen. Het is bon ton geworden om veel van de veranderingen die op ons afkomen te omschrijven als “disruptief”, of “doorbraken die de wetmatigheden van een economische of maatschappelijke sector op hun kop zetten”, zoals Visie 2050 het omschrijft.

Het eerste luik van dit onderzoekt is hoofdzakelijk een literatuurstudie over het concept disruptieve innovatie en de inzetbaarheid ervan voor transitieprocessen. De onderzoeksvraag in dit eerste luik is: “wat kunnen transitieprocessen leren van de inzichten van disruptieve innovatie?” Om dit voldoende concreet te maken, wordt het tweede deel van het onderzoek toegespitst op disruptieve ontwikkelingen in het veld van circulaire economie, namelijk de ontwikkeling naar nieuwe businessmodellen in product-dienstcombinaties. Zowel een aantal business-to-business als een aantal business-to-consumer modellen worden geanalyseerd. Een derde luik kijkt specifiek naar de rol van de overheid in disruptieve innovatie, met opnieuw de focus naar product-dienstcombinaties. De overheid heeft in een langetermijnbenadering zoals Visie 2050 expliciet de opdracht om de transities mee in gang te steken en te begeleiden. Tegelijk wordt ook van haar verwacht, zeker wanneer de innovaties disruptief worden, dat ze negatieve gevolgen onder controle kan houden en opvangt.
